Is this a crochet hook? Something for leather? Tying shoes/corsets?

My first reaction is maybe a rug-making hook?

I'm sure most crochet hooks don't have a lovely big round handle like your one!

Immediately I looked at your photo, I said to myself, I seen that before,think think! oh yes Grandma and Grandad's house making rugs!
I might have been wrong until I read TinTrunk post 99% certain that's what it was used for, might have been used /adopted from other crafts certainly used in making rugs.

Oh dear!
just keep giving it a few coats of bees wax and they soon look like they been they for years,
(trick of the trade)

They be some one who collects them
 
My Darling works on Vintage Furniture and he uses that hook for buttons and such. But rug-hooking may be a what it is really made for. Some of my heavier coats, like the carpet ones need a hook like this occasionally because the threads are much heavier than on other coats.
