Is this a Scooter dress from the 60s?

Am I right in calling this a Scooter Mod Dress with box pleats?

For me a scooter dress is similar to a "skort" (blend of skirt and shorts with front panel only... so only the front resembles a skirt).
A scooter dress (combination of skirt and shorts) looks like a dress/skirt both in front and back.

This may very well be a loosely defined "key word". Let's see what others have to say.

Technically, a scooter dress has shorts underneath a pleated panel.
