Is this cape old or new?

Thought it was pretty as anything bright attracts my attention. Could be 60's 70's? Orits some imported thang.... I really liked the detailing...

Sitting here going through things while my son and husband who never watch football are glues to the tv just because they bet some money on the game... Ughhhhhh!
