Is this dress true vintage or maybe a costume

Found this at an estate sale yesterday. I think it is vintage, but it seemed out of place among the other clothing that was for sale. What do you think? There are hooks and eyes all the way down the back so I didn't hook all of them. The waist was too small to fit my dress form.

It looks good to me, I think its home made, but from the period, c. 1908-1910, the ribbon is commercial and all the fabrics are correct for the period.

Thanks, Jonathan! I guess there is some sort of glitch. I check the box to receive an email when there is a reply, but I haven't been getting them.

I agree it does look to be made in the period. Possibly it was made by a beginning sewer, such as a young girl in her high school dressmaking class. This can often explain why a dress can look right for the period but also look like a costume, very simply made and not detailed or professionally sewn.
