Is this earlier than the 40s?

I happened upon a sale with items older than I normally deal with and want to be able to describe them properly. There are two pieces. One is a jacket. It has slight puff shoulders but no shoulder pads. Long slender sleeves ending with 3 buttons on the cuff. It is embroidered in red and blue silk thread plus metallic gold thread. Label is Peak of the Week Paris Ny. The other is an under blouse which looks to have been removed from the skirt. It is sheer on top and crepe on the bottom. Is this 40s or earlier? Thanks!
 
I'm thinking 30s too. I could totally see that underblouse reattached to a long lean black crepe skirt.
 
yeppers. that little pucker slight poof on the shoulders is a dead giveaway.. mid to late 30s. there may even be a slight bit of stuffing, material or pads in that seam to make the shoulders stand out a little more. This feature was the forerunner to those thick shoulder pads of the 40s :-) very cute design!
 
Linn....there are no fasteners of any type so it must have slipped on over the head.

Nicole, I agree that functionally it would have been a dress. I just visualize a solid color on the bottom rather than more of the embroidered pattern, which would have created the illusion of a skirt/blouse.
