Is this little skirt 70s? early 80s?

hi Everyone,
Not sure about this little number. It's 95% polyester and 5% Silk....which is weird to me, but anyway, just wondering where to place this time wise?

I wore short, pleated skirts like this in the early 90s, but I can't promise that this one is.

I think it says, Partine of Montreal, Made in Montreal.

I see a few sold items by googling, and they look to be 1970s. I don't know the label at all.

The care icons on the label look 70s to me.

It looks 70s to me too. Are you sure it buttons at the back, most skirts did up on the left side.

That is a weird fabric content mix... shape-wise though it looks 70s to me too.
