Is this pretty silk crepe coat 20's or 30's?

Is this pretty silk crepe coat 20's or 30's? How would I describe it? I said " it has full cape-like sleeves and a matching tie at the waist as the only means of closure." but feel it doesn't do it justice. It has a slimmer sleeveless body with the full capelet sleeves over it, which do not extend around the back, and are just sleeves, not like an actual cape attachment. I can add more pics tomorrow if it would help. Do I call it a coat?

It looks to me that it would have originally had a matching dress. I don't see 20s, more like late 30s or early 40s.
