Is this sweater garish or is it nice and what is this collar called

I'm not sure if I like these funny mink balls scattered across the collar, but it sure is different. What is this kind of collar called? It's similar to a boat neck and similar to a cowl neck, but not really either. The label is Cyrus, made in Hong Kong.

i think on the right person this would look really cool - i am quite a fan of the 'pom pom'.
i don't think it's garish, more statement making! i'm not sure about the name for the collar though, is it kind of asymmetric shawl affair? i'm sure you're right though and there is a more technical term.
