Japanese characters in an antique lace collar?

I have a very unusual tape lace collar with Japanese characters worked into it. I've never seen anything like this. Does anyone have any information about this? Would love to know where it was created and for what purpose.

I found many tape lace table cloths of varying qualities for sale in San Francisco's China Town. Some had rather simple designs, but some were exquisite, very fine and detailed. They are currently made. Maybe someone knows more. I wonder if they are a cottage industry. The collar seems to be directed to the tourist crowd. But who wears such collars?

As an aside - ladies decorative collars have been available to purchase seperately in highstreet shops here in the UK for the last couple of years at least.
Yesterday I was in Leicester city and noted one mainstream chainstore had dickeys in several styles available. This was done before in current fashion but they were usually sewn to a knitted garment, these are seperate for mix and matching yourself.
Hence, it wouldn't surprise me if these were now being produced again, be it abroad or in China Town's of various countries.

Having said that, this example doens't look brand spanking new, so perhaps it does have some age to it. Can you find out what it is made of? that may narrow down the decades.
