Jewelry Help please

Very, very pretty! The etched glass remind some of some 20s and 30s necklaces I have seen, but I am no jewelry expert.
 
Linda, I think it's definitely a necklace and you are probably correct that the closure broke. Many French necklaces have barrel clasp closures that thread or screw together like this one in my personal collection:

Can you tell what material is the necklace "strung" on?

I think your necklace may be French, and, yes, I love it!
 
I think this piece is an unsigned Miram Haskell. It's possible it is meant to be worn the way Mary Jane described - or the way Linda described wearing it. It's really short for a lariat style necklace. I think the decorative clips are definitely meant to be featured.
