Jewelry question - copper enamel?

I remember my mom had some of this type of jewelry back in the day. This is a large brooch 3.5" x 3" signed and dated Paques (Easter) '63, Sarrasin (I think) - probably a local Quebec artisan. Is this called copper enamel?

It is enamel on copper.
