It's hard to discern much: do you have a nice, clear photo of the labels please? What fabric is it lined with? Can you tell the fabric composition of the velvet, eg rayon, silk, polyester, cotton...? It looks like a metal zipper, do you have a photo of the pull? More information would help. Thank you.

Could it possibly be "Ingber" and not "Jugber"? I have had several vintage bags of this same era by Ingber, which is why I ask...If so, here is some info on the company.

Thanks for your message! I’ve attached more photos. Vivavintageclothing is correct, it’s Ingber, not Jugber. The interior is a finely ribbed matte satin.
