Lace Expert - is this Polychrome Lace & Venetian Lace?

I tried to figure this one out myself but because the patterns are so varied, I've had to impose on you. Is the blue & gold crown section of this lace cloche made of Polychrome lace? Is the bottom band Venetian lace? Thanks for your help!
