Lace & Taffeta Dress DATE??

I found this Vintage Lace Dress, it has a Under Dress that is made of Taffeta and the back is quite Interesting, the front has a mock belt and the puffy sleeves have a hidden snap at the cuffs. Appears to be 40's but am unsure, any good descriptive names would be helpful. Thanks you can enlarge photos by clicking on them.



 
That back is quite odd. Is the lace sewn to the slip? or snapped to it?
It almost looks as if the lace layer was let out. Or as if a lace overdress that opened in the front has been spun around.

The length is on the long side for 1940 - 1946, so late 1938 - 1939 or 1947 - 48, it's a bit hard to tell.

Is the lace seperate to the petticoat? I'm wondering if it's back to front, and meant to be like a long jacket? The neckline looks too high at the back, and the piping at the back looks like it's meant to be worn open, maybe held together with the belt and hook and eye.

The construction looks odd: I think it's been mucked with but it's hard to see what's gone on/is going on. I'll go with late '30s for a date and it looks like it's been shortened.
 
The lace is sewn to the slip, originally I thought the back was the front but the bodice underneath is clearly the front as shown. The dress has never been shortened this is the original length, the back has a hook and eye closure. Thanks
