Lady Carol of New York dress, 70\'s or 80\'s?

I have this Lady Carol of New York dress w/ red buttons. To me it looks 70's but the shoulder pads make me think 80's. Does anyone have any ideas?

Also what material is this made out of?

Hi -

I think your dress is '80's. That Union label was used from 1974-1995. I believe I see some care instructions which will give you an idea of the fiber content. It looks like a cotton blend from your photo.
