The third symbol is a drying symbol. It means Dry Flat.
It's missing an iron symbol, and a dry cleaning symbol, but not a drying symbol.
I don't think it's 90s with those symbols. Not sure about 70s vs 80s though. It'd be a great one to add to the label resource if we could pin a date down.
