Late Victorian/Edwardian beaded piece

Please could you help me identify this beaded piece which I am guessing is somewhere from the beginning of the 20th Century and probably fastened to the front?
It measures approximately 14 inches by 14 inches.

That netted beading was popular in the 1880s and early 1890s, but I have never seen a piece shaped like that before.

Could this be a beaded collar that was meant to be tied at the back of the neck?

I think it's a sleeve - the size would work, and the 6 ties look like they should tie together.
