I have to say I don't think it is vintage, I have purchased new Levis a few times with that leather label and it is looking rather familiar, and new. Brand labels are often cut out when stock is sold off to prevent returns etc. (I think the red tab label was also cut off, on purpose) I believe this is a relatively modern method of fraud prevention, at least in cutting of the labels actually sewn into the garments.
The language on the care label also leads me to think it is within the last few decades - 'normal cycle' would suggest that washing machines at the time of manufacture have several and/or special settings - I'm not sure these were around in the 70s.
I also happened to be in a Levi's store today, and they are still selling these jackets as part of their vintage/traditional 501 range.
