Because just like today if you walk into a thrift shop, it's ALWAYS the little sizes that remain! When I used to work in a clothing shop, we'd get in cases of shoes (there was about 12 pairs in the box), only one pair was a size 10 and I'd nab them before any customers came in. I asked my boss why they only put one size 10 and he said that it was because it was cheaper for manufacturers to make more small sized shoes as they could get more pairs out of the fabric.

They DID make size 10 shoes then (as shown by the sizes available in old catalogs although our size was known as an 8 then- same as now in the UK) but there was less of them so women wore them out!
