Looking for a date on this garment. Any ideas? 70's?

Richard Sivley for Keyloun. Also, do you know anything about this designer/ brand? I've seen Keyloun listed on Etsy quite a bit, but it isn't listed in in the label resource. I've never heard of it before. Not sure why the peice reminds me of Shaheen a bit, but it does in some way.

I've had a lot of 70s Keyloun pieces but Richard Sivley for Keyloun pieces. I would guess early to mid 70s because it looks 70s to me but at the same time that empire waist was trending in the late 60s to early 70s.

Thanks! I mean I can find absolutely nothing on Richard Sivley on google except for one other item up for aution on ebay which does have original tags attached and they look quite old. Strange.
 
@RadarLuv - Realizing this is an old post that I found searching around for Sivley pieces that I can by for family.

I don't know anything about his design history. But, he was my first cousin, once removed, my grandfather's sister's son. I never met him, but I knew his sister Liz and communicate with his nephew and niece regularly.

The family always said that he was a fashion designer in NY and died of pneumonia in 1988. He's buried in Fredericksburg, Texas where his mom, my Aunt Susie Sivley lived. I see you're from Houston, his parents also lived in Houston for a while. His father, Richard D. Sivley, was a geologist.
