Looking for apron info

I was told that this apron came from a Victorian museum. Don't know if that is true cause of the embroidery. The material is very sheer and unlike any material I have ever seen. Any thoughts?

I don't know, to tell the truth, but I wonder if it isn't more of a pinafore, rather than an apron, as the sailor collar on the back is a feature more commonly found on dresses. The whole style feels more decorative than practical too. The sailor collar was popular teens-1920s so perhaps around that period.
