Love this 2 piece velvet outfit, but what was it used for?

Hello everyone! I found this amazing 2 piece black velvet outfit, but I'm not sure what it is exactly. If it wasn't velvet, I'd say it's a swimsuit. It's lined and the bottoms have a metal zipper. Any ideas?
