I was just going through some 'stuff' and ran across a pair of what I assume are vintage hose I'd picked up at some time or another. Black cuban heel with seams in a paper bag that says:

Any ideas?

Well - I am familiar with Verviers in Switzerland ... and there is a Verviers in Belgium. Googled it and there are Verviers all over the place "across the pond." Not much help here.
