Malcolm Starr Circus Cat Carousel Skirt?

Does anyone know anything about this skirt. It's a very big top circus type skirt with a carousel of circus cats (lion, tiger, etc). I also have the corresponding black top (also by Starr). It was so unusual I had to buy it. I just can't find out anything about Starr or this skirt. I'm curious!

Well, I'm seriously thinking of ebaying this outfit. I have so many vintage pieces I'm running out of room for them all.
