Does this dress style look familiar? Is there a particular Designer that this could be made by?

Hi, you might start by examining the back of the inside bodice area, to see if there are threads or stitch holes from where a label has been removed or come off. This can give an idea of the size of the label and thus discount/include some brand labels as possibilities.
I don't think this will be a designer item as such, the construction and labelling suggests it would have been more of a high street ready to wear retail brand.

Thanks for the information Melanie. This all makes sense. While I was taking pictures, I noticed the hem goes into the selvage of the fabic. I saw printed words on a white background. Also, this dress seems like it would be made for dancing, with the wide width of the hem.

The words you have found on the selvedge may be the name of the print design and company that manufactured the fabric. Can you show this?
I think it too long for dancing, if it goes past the upper ankle there is a strong liklihood it can get caught in your heels when dancing, hence why ballroom dresses tend to be tea length. I see this as an evening or hostess dress. Many dresses in the 70s favoured this long sweeping hems, they look very glam when you walk. :)

The word phrase has been partial cut off, but I will still include an image. Maybe there's a clue.

Oh, and the length of the dress being at tea length would be a safety precaution for sure!
