Hi guys, look what I found. Isn't it pretty?! Considering how much I can find about the designer, I can't actually find any for sale. What are your thoughts? I am thinking it is from the 1930s, and I am nearly positive (99.9%) that I have it the correct way around. Any help and thoughts would be much appreciated!!

The pattern, colour, blouson top, dolman sleeves, peter pan collar and self-colvered tiny buttons suggests late 40s to me, 1947 would be my bet. I haven't read his bio lately but I recall he returned to Paris almost immediately at the end of the war - I think he even had 1946 collection.
 
Gorgeous fabric. I'd like a closer look at the label too. It looks a little incongruous somehow
 
Machine seams, hand finishing including selvedge? Looks good to me. The width of the label to the waistband doesn't bother me in this case because it's not wide enough to trim or fold under.
 
That is right Jonathon, looks like machine stitching on the long seams, and hand finishing, including the bottom hem. I'm a little surprised its not neater inside.
 
I found something by him in L'Official from December 45, so he we back in Paris pretty fast.
