Need date help on this graphic dress...

I have this dress that is confusing me. It is a lightweight somewhat stretchy fabric, probably a poly/nylon blend. It has a stretchy ribbed waist and comes to just above the knee. Is this early to mid 70s?? It is homesewn so no labels to go off. THANKS!!

Yes, the sleeves are just past the elbow and bell out slightly.
