need help dating a white linen dress

Hey everyone I am back with another dress, please bear with me as I am brand new at this and still have a lot to learn! You guys are super knowledgeable and I value any responses that you can give me.

What era do you think this dress is? I just picked this up at the local thrift store and it has no tags and appears it is made out of linen with a metal zipper down the back . It looks as if it may be home made but I'm not sure I think I am assuming that because there are no tags. It has cute little flowers sewn into the dress.

Below I have photos of the dress front and back and I even turned it inside out so you can see the stitch work.

I thought it might be a tennis dress initially, too, but I think it is a late '60's mini dress - some of them were very short! I don't think there would be a zipper in a tennis dress or a belt.

The fabric looks like cotton piqué to me.
 
Could it be for a child? I'm thinking confirmation dress, something like that - it seems to have no bust shaping. I agree that it's not linen, perhaps a cotton jacquard weave and that would be nice and breathable for a tennis dress if that's what it was. It seems to have some '20s influence with the drop waisted belt.
 
That's a large hem for a dress, can you tell if it was shortened? I raised the hem on many of my 60's and 70's dresses when I was younger. sewingmachineemoti
