need help dating dress--30s or 40s?

Again, I want the opinion of others. Sleeves and print feel late 30s to early 40s to me, but length is too long for the war years. That puts it at late 30s or post-war 40s. Again, the dress is too big for my dress form. The dress doesn't have any kind of labels or tags. I'm leaning towards 40s. Thoughts? Here are the measurements:

Bust: 45"
Waist: 37" (will cinch smaller with waist ties)
Hip: 46"
Length: 45"
