Need help dating this dress - no idea??

I have no idea when this dress was made. It has a "Hand Made By" tag in it which looks quite old. A 2 inch hem with lace at the sewn edge. It's hard to tell from the photos but it definitely looks vintage. It's a sheer chiffon like overlay and a lining. The hook at the back of the neck is a little corroded and there is a string on the other side to hook it into. Hopefully, someone can help. Thanks!
