Need help dating unusual coat or jacket. Is there a name for this open sleeve style?

Does anyone know what this style of jacket is called and what decade it dates to? As you can see from the pictures, you put it on like a normal coat, but the sleeves are open -- so your arm goes through the armhole and the cuff, but the actual sleeves are open, exposing the lining. Almost looks like bat wings when you hold your arms up. Any help would be appreciated.

Hi, It looks like a 1940s Persian Lamb cape style jacket with split cuffed sleeves.
