Need help dating Victor Costa gown

I wondered if someone could give me an idea as to when this gown might have been designed. It's cotton, has a boned bodice, a crinoline and a satin lining over that.

It looks like the font from the two 70's labels, but does not include the "ltd." designation.

It looks like an early neo-romantic look to me, c. 1979-81

I'm getting later '80's which I know doesn't "jib" with the label but the peplum and the boldness of the flowers looks late '80's to me.
