Need help determining if this is modern or possible vintage anarkali? It may not even be that!

So i got this from a pile of clothing my friend was throwing away. He goes to the bins and finds stuff he thinks is cool. This was in a pile of traditional garb middle eastern etc. This one stuck out to me bc of the embroidery. I cant find anything else super similar hoping someone can help.

Velvet is strechy, synthetic zip. Also has long train and metal snaps on cuffs.

It looks to be not all that old. If it is stretch velvet, that fabric was not around until maybe the 1980's or 1990's.
