Need help in dating an Henry Rosenfeld Dress

Can anyone tell me the year of this Henry Rosenfeld label ?
The material is Taffeta I believe. There isn't any label depicting the material just the label and a size label.

It appears to be ferris wheels, umbrella's and possibly aspider's web????
