I cannot tell on the date from the photos, as for me these need closer hand and eye examination. It does appear to be a marriage, and someone took a cut out and did an applique of the paisley, and also the border is cut from another shawl and sewn to this plain black wool fabric square. I would not refer to it as a Kashmir shawl for that reason, but the decorative parts may have come from a true Kashmir shawl/woven item or more likely they were cut from a Scottish loom production of the mid 19th century which was woven to imitate a Kashmir shawl.
