Need helping dating/naming a sun top??

Hi -- I'm new here -- been lurking on and off for a bit but have decided to take that bold step into the sunlight --

Got this at an estate sale -- can you maybe help me out with this - anyone?? Is it called a sun top or a play top? The label is Top-Her Creations -- Originators of "Bra-Fit Halters" and the back side of the label has the ILGWU emblem along with RN 16971 MFG 899 - 100% Cotton --

There are no other labels -- so no care label -- any ideas on dating???
