It's a black woven semi hard material with a woven black band.

I might date it to the 1960s, mid decade. It looks to be made of a good quality buntal straw. If it is semi-hard, that is probably from the sizing which they used when blocking the hat. Unless it has dried out from storage, as buntal straws did not usually have sizing added in the hat making process, or very little.
