From what fabric is it made? I wonder if it originally had a jacket. Seeing an image of it full length may help us give you more information.

Agree it looks modern, and agree that there should be more labels - fabric content, country of origin, care instructions - that will help.

New Wave was a popular term in the early '80s so it could be from then but I agree the label looks more modern than that. More information will help.
