I know this skirt is pre 1920, but other than that, I cannot pinpoint an accurate timeline. Thoughts?

It FEELS like a rayon of sorts with almost a corduroy-type texture, but I'm positive that it's not actually rayon...just looks and feels similar.

The side seam has three snap closures, and the waistband is a canvas-y tough ribboning with hook and eye closures.

it doesn't really look like it in the photos, but do you mean something like a faille, maybe? with a ribbed weave? here is faille, from our fabric resource: http://vintagefashionguild.org/fabric-resource/faille

the top section and bottom sections look different, right? the bottom panel looks like a more sheer fabric? a voile, maybe?
 
Good call, I do think it's Faille...however, it would be a very thin weight version. The entire skirt is the same fabric... it's really not very sheer at all, I think the light is just very strong in this photo.
