not sure about this dress

Ive been wanting to list this dress, but parts of it are confusing to me. Please excuse the non-correct terms as Im not sure of those either. But if anyone could help clarify I'd appreciate it . The neckline has a thick piping sewn into, and the bottom hem has a sturdy seam-tape {not sure what its called} and it has a connected slip with lower tulle on the very bottom. I want to say its early, but that seam is throwing me off. thank you

This dress is quite recent - probably within the last 10 years. The tape in the hem is called horsehair and it's there to stiffen the hem so it holds its shape.

You're welcome! I've never seen that treatment in the neckline before. Since this was dressmaker made, she may have come up with a technique to face the neckline so it held its shape too.
