it is I believe a pinafore. it is meant to be worn over another dress that will show thru. someone here had a pattern the other day for one of these... sixties I believe

Agree: pinafore, although I'm getting more of an early '70s feel about it. You could wear it over anything, I can see jeans.

My first thoughts were that I'd call it a tabard. We used to wear tabards for cookery lessons at school as they would just slip over our uniform. Your garment is quite a bit longer and much, much prettier though!!! Perhaps pinafore is more appropriate! :scratchchin:
