OK, I give up. What is it and which way does it go?

I assume this is a wrap of some sort (what else could it be?), but beyond that I am completely stumped.

It has a short stretch of gathers on each side, three thread loops on the inside (one at each side and one in the back), near the points, and covered snaps. The snaps are vertical, behind the beaded trim and one runs horizontally near the points (see photo). Here it is with the points up:

and here it is with the points down (had to be pinned to the mannequin to keep it from sliding off):

Here is one of the thread loops, on the inside:

And here is why it seems to have been intended to be worn with the points up:

So, one loop would be by each shoulder and one is at the same level at the back (but why?). I can't imagine anything the loops would attach to if the wrap was worn with the points down.

Here are the covered snaps:

and the two snaps that go horizontally are at the points, to keep it closed along the points/top(?).

Here are the side gathers, from the outside:

Thanks.

That's a Happy Valentine's Day look if I ever saw one

Points up

Wonder if there was a piece attached to either side of the dress strap or dress that would loop though that and snap to secure the the capelet.

I'm leaning toward a removable bodice or bust treatment for a dress or gown. I think the loops are for dress straps or lingerie straps as Karen said. And the snaps may have fastened to like on the dress. very VDay, I agree. But how to actually use it? Ain't got a clue.

What a lovely Happy Valentine's Day idea. It certainly would be dramatic if paired with a slithery red gown, as it may have been originally.
The only thing that bothers me about the points-up solution (which I think is the only logical one) is that if you look at the last photo, the gathers would be at the wearer's armpit ... unless they were above the shoulder.
Thank you both, Liesa and Karen, for the help!

Leisa, I just snapped it the only way the snaps go, which is about four snaps in a row behind the beading, then the extra horizontal one you see in the photo. The snaps are perfectly paired on the wrap/whatever, so I don't think it snapped to anything else. Your suggestion about it going somewhere else is intriguing and I am open to all possibilities, as it is, indeed, a puzzle.
Thanks.

This is probably a bit late to come in ... but I think you have it right first pic - points up with the trim going right over left. Had a matching evening gown and the press-studs or snaps mated with the same on the dress. The thread loops may just be added for safety.

Pierre Balmain had his signature on quite voluminous scalloped puffy evening 'stoles' in the early 60's.

I once had a similar looking thing with a Hattie Carnegie label in it, but I never really figured out how it was supposed to work. Whatever it does -- it was probably good and went over a matching evening dress.
