This is a wool felt skirt with an amazing parrot in a cage pocket. The label reads "Marguerite Original of California San Francisco". Could this be Marguerite Rubel? Not asking for confirmation, just opinions. Thank you for providing this forum VFG!
 
I would say...it is possibly the same designer based on her history here

Looks like she did some custom work before she started her company
