Opinions re: narrowing timeframe for this dress?

Hello!

I wanted to ask your opinions regarding this dress, which I am fairly certain (?) is from the 1930s. It feels as if is made of rayon crepe; it is mid-calf length. It is narrow through the body and skirt and has covered buttons from waist to neck; it has balloon sleeves with wrist ties (they are sizeable -- more so than they look, but they but did not photograph well) and an attached belt that extends from either side of the waist (not fully around), where there are large circle patterns.

I have a similar dress (in fabric, sleeves and belt -- but it's an evening dress) with the NRA label, which I know dates it to 1933-1935. Do you think this dress is from around the same time? I was just wondering how early / late it looks to you. Any thoughts are appreciated, as always. Please let me know if I can provide any other information -- and thank you!

I would have thought a bit later due to the round multiple button closure, which I associate with late 1930s - early 1940s (37-41) The Bishop sleeves are more typically mid 1930s (34-38), but if there is no puffing or padding to the shoulder I wouldn't venture beyond 1937-38.
 
Thank you, Jonathan! This kind of information is so helpful. By the way, there is no shirring, puffing or any kind of interior padding to the shoulder.
