Overdress-Pinafore-Tabard-thing...what would you call it?

I know Coffeegrl had a thread for something similar to this, but mine is a little different.

The pretty butterfly print is supposed to be on the inside, but other than the placement of the button, it's reversible.

What do you think it is? Do you think it originally had another dress to go under it? I think it's cute as can be, I just don't really know why, or with what, one would wear it!
