Those sure look to be later 1980s shoulder pads, plus the deep armhole, loose blouse, belt and skirt length all put it in the 1985 - 1990 range.

80s was my guess, too, and, as Hollis says, later on, not early.

A search for the label text (Oleg Cassini by the he-ro group) brings up that Oleg Cassini Ltd manufactured items by that label somewhere between mid 80s and 1997, which is when He-ro merged with the Nahdree group and cut ties with Cassini.
