Please help date this dress and maybe ID the fabric?

I am hoping it is 1950's but I'm not sure about the v drop waist...(more of an 80's thing?).

Could the fabric be Taffetta? Silk? I would describe it as quite lightweight, a fair bit crisp and has a light sheen.

There are no labels.

It looks like a late '40s to early '50s petticoat to me - probably made of a rayon or acetate taffeta. The black panel at the hem is unusual: I wonder if it's original or was added at some point.
 
Looks to me like an underdress or part of a set. I'd have guessed the same age that Nicole suggests.

Taffeta is a weave. Silk is a fiber. Taffeta can be made of silk, or it can be made of any number of other fibers, usually acetate.
So something can be silk satin, silk charmeuse, silk chiffon, silk velvet, silk taffeta, etc.
Likewise velvet can be made of silk, or cotton, or rayon, or a mixture of these.

I can see why people say it looks like polished cotton. It does. But it also looks like it could be silk or a silk/cotton blend.
