Please help me date this dress~

This dress has me thrown for a loop~
Older feel to the fabric, more modern styling, unusual, pretty detailing at cuffs

It has an elastic smocked waist, and petal hem(?)~

That's what I thought - actually, considered it may be 90's but that pattern on the fabric is so "older" looking to me.

With the right accessories would you call this "Boho Chic"?
