Post WW1 to 30's bag with faux tortoise shell handle

Could someone please help me date this bag. I keep changing my mind from the teens to the 30's. It might be more obvious to fresh eyes.

Please note the blue is showing much lighter in the photos.

Hi, it looks like a 20's frame to me that has been later updated (it's very similar to the frame on this 1920's beaded bag I have)- the flat seamed fabric handle looks more like something I'd find on a 40's or 50's bag, and that art deco pattern boucle? fabric looks like 30's dress fabric to me. The lining fabric looks 30's but the inside binding tape/trim is not typical - usually it is a ruched ribbon or fabric. So I'm suggesting a 1940's make do and mend bag from various age parts!
