Pretty blue dress....occasion?

I don't think this dress would be for a "prom", do you? Would cocktail dress be better? It is fancier than an ordinary dress with rhinestones, fabric covered disks and metal dots decorating it....and the waistband is very nice!

I think it is a little "grown up" or subdued for prom. I agree with Anne...elegant dinner dress. spring cocktails. night at a jazz club.
